Packaging and Packaging Waste Regulations – Repak Guide

This post is a brief summary* of the topics covered in the new Repak Members Packaging & Waste Guide 2025. The guide provides a comprehensive overview of the new EU Packaging and Packaging Waste Regulation (PPWR), which was adopted by the European Council in December 2024. This regulation aims to transform packaging practices across the EU by emphasising sustainability, recyclability, and producer responsibility.

Key Areas Covered in the Guide:

Mandatory Recyclability and Reusability: All packaging must be recyclable or reusable by 2030, promoting a circular economy and reducing waste.

Recyclability Performance Grades: Packaging will be assessed and graded based on its recyclability, ensuring materials can be efficiently processed and reused.

Minimum Recycled Content: Specific requirements are set for the inclusion of recycled content in plastic packaging, encouraging the use of recycled

Extended Producer Responsibility (EPR): Producers are held accountable for the entire lifecycle of their packaging, from design to disposal, incentivising sustainable packaging solutions.

Labelling and Information Requirements: Standardized labelling for packaging and waste receptacles is mandated to improve consumer awareness and facilitate proper recycling practices.

Restrictions on Hazardous Substances: The use of certain substances in packaging is restricted to minimize environmental and health risks.

Packaging Waste Prevention: Targets are established to prevent packaging waste, including measures to reduce over-packaging and promote packaging minimization.

Reporting and Compliance: Producers are required to register and report packaging data to ensure transparency and compliance with the regulation.
